2024年工业(产业)园区基础教育配套提升方案

根据《中共福州市委办公厅关于印发<福州市工业(产业)园区标准化建设推进制造业高质量发展实施方案>的通知》(榕委办发〔2020〕11号)文件精神,配合市委、市政府推进工业(产业)园区标准化建设的统一工作部署,结合我区教育系统实际,制定2024年福州高新区技术产业开发区基础教育配套提升方案。

一、指导思想

以习近平新时代中国特色社会主义思想为指导,认真落实市委、市政府关于工业(产业)园区标准化建设的统一工作部署,注重实践创新、科学实施完善,推进基础教育配套优质提升。

二、主要目标

  通过加快教育基础设施建设、推进园区学校集团化办学、加强园区学校教师队伍建设等措施,力争“十四五”期间完成园区内学校教育提升工作,进一步优化营商环境,提升综合宜居品质。

三、园区总体情况

  福州高新区是习近平总书记在1991年任福州市委书记时亲自部署并推动设立的全国首批国家级高新区,实行“一区多园”管理模式,下辖海西园、生物医药和机电产业园等科技园区。

  自创建以来,福州高新区深入贯彻习近平总书记关于高科技园区的重要指示批示精神,砥砺改革,敢于探索,加快推进国家自主创新示范区、中国东南(福建)科学城、科创走廊建设。

四、工作计划

一是序时推进开工动建确保国贸学原配建幼儿园二次装修、乌龙江大区小学(规划名)、福州高新区建平初级中学新校区、闽江师专二期二阶段等4个项目保质保量保时效完成建设任务。二是加强学校管理。探索建立集团各校区干部双向交流、互派教师轮岗制度,加大交流比例,不断提升集团核心竞争力。主动打破校际壁垒,围绕“共商、共建、共享、共赢”开展校际合作,按照“校际联盟协作发展、先进办学理念辐射、科学管理制度共建、骨干教师柔性流动、教育教学资源共享、设施设备场地共用、校园文化和而不同”的工作思路,通过师资交流共育、教研科研联动、课程共建共享、师生活动联合、文化融合共生等策略多元扶持,在教育理念、管理经验、课程设置、教学研究等方面实现优质教育资源共享共建、成员校互惠互助、共同发展,充分调动教育资源的内生动力、实现优质学校扩容、薄弱学校提升,促进集团校多样特色、优质均衡发展。 三是继续推进我区教师队伍建设积极向市委编办开展增编核编工作。持续推进2024年编内及参聘教师招聘和高层次教育人才引进工作,摸排校内情况,制定招聘计划;探索推进符合条件的编外合同教师转为参聘教师,创新教师队伍管理方式,稳定教师队伍;深化落实优秀校(园)长及各级骨干教师遴选和培养工作,配合教师研训中心完成区级及以上名师工作室遴选报送和年度考核工作。进一步强化师德师风建设,组织开展中小学幼儿园教师组织校外托管有关问题专项整治工作。同步开展2024年度初、中、高级教师职称评聘、岗位晋级和教师校际交流等相关工作。
